Git 2.48.0 Released

This release added initial support for the Meson build system alongside existing CMake and Make support, plus C23 language compatibility updates.
It also improved git fsck to warn about 'curiously formatted' ref contents, added --remerge-diff support to range-diff, and fixed partial-clone bugs including an infinite loop condition.
