Terraform AzureRM Provider 5.0 GA

The AzureRM provider's major 5.0 release stops auto-registering roughly 60 Azure Resource Providers by default, giving teams control over registration strategy, and adds opt-in preflight validation against Azure policies and quotas during planning.
It also disables Azure metadata-service validation of locations and provider names by default, and removes long-deprecated resources and legacy App Service configuration.
